In his keynote address, HE Eng. Ibrahim Abdullah Al Wahhabi, assistant undersecretary for Works Affairs, said that the fewer number of contracts and projects was causing some contractors' 'undeclared change' to their businesses to remain competitive, leading to 'unrealistic bids, a lack of funds, increased disputes and delays'.
