Two charged over scaffolding collapse in Dubai

The site engineer and labour supervisor at a Dubailand project where a scaffolding collapse killed three workers at the weekend have been charged with criminal negligence.

Police reported the deaths of two men following the incident and yesterday confirmed the death of another, who succumbed to his injuries at Rashid Hospital following the accident. At leat eight others were injured in the collapse.

"The two men have been detained and criminal negligence charges have been pressed against them," said a spokesman for the Dubai Police CID.

"It is definitely an issue of negligence but its extent is still not decided."

The case has been referred to Public Prosecution.

The incident occurred at around 11am at a seven-storey residential building. Hundreds of workers were at the site when the scaffolding gave way.

It followed an incident in Abu Dhabi on Friday where two men fell to their deaths while working on residential building next to the Euro Hotel on Muroor Road in the Al Falah area. Three other men were rushed to hospital.

Abu Dhabi Police said the incident is under investigation.

The Ministry of Labour is awaiting the final report from Abu Dhabi Police before conducting their own investigation on the developers.

Scaffold Collapse
It is all too good after such tragic events that we start to apportion blame. Is it not time for professional bodies to lobby for safe working practices and regulations to protect workers in areas of high risk? Scaffolding is an area where you require a high level of skill for erection, modifying and dismantling. Scaffolders also require skills and training for work at height. I agree we need an industry forum to manage these areas but we also require clients, contractors and others on projects to ensure that companies have the correct qualifications to do the work. There were also two work at height fatalities in January; two workers fell to their deaths in December and two more workers died in a confined space. It is time to look at all high risk activities and to work with regulators for the implementation of best practice standards not just for construction but across all industry sectors.

It is now required to regularize the high risk jobs .The job of scaffolding is high risk job and it requires specific skill to do the job of scaffolding . I think that the GOvernment should issue licinece to the scafolding companies and it should be mandatory to engage the scaffolding company in High risk area rather than every one doing this work .

This tragedy once again highlights the irresponsibility of the so-called regulators of the construction industry, not only in the UAE, but in the Middle East region as a whole. Until we can introduce a safe working practice for the scaffolding industry, we will be paying lip-service and waiting until the next tragedy.
