Should property payments be tied to construction milestones as a matter of policy?
Yes, I think payments should be tied to construction milestones. This would be fair to both parties. The developer should have a certain amount of discretion, but generally, tying payments to the meeting of specific milestones is a good idea, and good for the industry in the long run.
Will the financial crisis get any worse or is it over?
As with an earthquake, you feel the after-shocks, regardless of the external factors. I don’t think we will see any worse than we have already seen, but many companies may yet collapse as a result of the crisis. Smaller contractors may be particularly vulnerable.
Should the government’s longer-term growth predictions be revised in light of the crisis?
It’s too early to see that. No one can make a prediction. Six months ago nobody knew that this crisis was going to hit as quickly and as hard as it did. It will therefore be some time before we can make accurate long-term predictions.
Should contractors be focusing on public sector projects to pull through the downturn?
Work across the private sector has not disappeared. There are plusses and minuses. Generally, the public sector is more cushioned, but in the private sector, you have more flexibility. I don’t draw too much of a distinction between the two. Each contractor should bid for work after doing the proper studies, regardless of the sector.
