DEWA unveils new set of green building guidelines

Dubai Electricity & Water Authority (DEWA) today unveiled Green Building Regulations Stage II, a new set of guidelines for construction of all new buildings in Dubai.

The guidelines, developed with Dubai Municipality, are designed to reduce the consumption of water and energy in new buildings across the emirate.

"The Authority plans to issue the green building power and water regulations in April 2010, for ensuring the efficient use of electricity, water and renewable energy in Dubai, within the green buildings framework,” said Saeed Mohammed Al Tayer, managing director and CEO of DEWA.

“In the initial stage, all new buildings will be required to comply with the codes and regulations and incorporate them in their construction designs."

"Dubai will be the first city in the Middle East that officially applies the green buildings standards on its residential and commercial buildings."

The guidelines cover such factors as site selection, energy and water usage, material selection, indoor air quality and waste management.

According to Al Tayer, energy usage will be reduced by up to 40% in each building.

The regulations only apply to new buildings.

DEWA and green bldgs.
Dewa says green buildings, Municipality insists that we use dryer to dry our clothes instead of hanging under the sun.Every household wash their clothes and aloow it to dry naturally.

New Saving Technology
We are holding in hands technology which allows to produce lightweight cellular concrete straight in-situ by simple mixing of dry and water. Technology is very good and has an excellent future. It makes application of lightweight cellular concrete very easy and as we know application of cellular concrete reduces power consumption at 75%! At the same time there's no opportunity to present modern technologies to decision makers without pumping a lot of money into presentations, PR and advertising. In this way we are feeding fat cats who are just looking for money and don't care about the environment and ecology. Will somebody advise me the way we can approach Mr. Al Tayer, for example, and show him our presentation (just 15min of his time)? This is way how the progress moves...

I have been for many years in Dubai and found that major water loss, unfortunately is coming from local people who don't pay for water bills. Also, Dubai has to be more realistic in site selection and stop disturbing environment by building in side the sea water or making more cutting in the offshore land.

More important than green buildings Dubai should look into water consumption and waste specially in the cleaning sector

Whilst Saeed Mohammed Al Tayer and DEWA should be appluded for the proposals for new buildings, pressure should also be put on existing property owners via Energy Saving measures.As long ago as 6 years I was involved in such measures with 2 large mixed use properties(Residential, Retail and Offices) whereby the Capital Expenditure was recouped in less than 15 months as a result of Energy savings of between 30 and 35% a month whilst also extending the life span of the chillers as a result of reduced load factors.

DEWA is to be congratulated for taking this momentous step to make Dubai a leading green city. Collaboration between public and private organizations like that between DEWA and the Municipality are necessary to mitigate the effects of Climate Change affecting us all. Together we can and will make the necessary difference.
