Milcris is a chartered construction consultant, regulated by the Royal Institution of Chartered Surveyors, with ISO 9001:2008 quality management certification. It has been operating in Oman for over 10 years. It has completed over 100 signature projects during this period and has acquired a proud and enviable reputation for quality and timely delivery of services with a unique customer centric methodology. Over recent years, Milcris has expanded its service offerings to provide project management, cost consultancy, claim management and expert witness services, and design engineering. Millan De Silva is the founder and CEO of Milcris. He is a 27-year veteran of the GCC construction industry. De Silva is a Fellow of the Royal Institution of Chartered Surveyors (FRICS), a Fellow of the Australian Institute of Quantity Surveyors (FAIQS), an Associate of the Chartered Institute of Arbitrators (ACIArb), and is a non-executive member of the RICS board in Oman. His core specialties include defining procurement routes and strategies, contractual advice, expert witness, budget estimating, cost control, and change management. De Silva works closely with the chairman of Milcris, HH Shihab Bin Tariq Al Said, to efficiently manage projects, guide and control costs, and maintain business ethics and integrity at every step of any given project. He is an adaptive entrepreneur, with multiple business interests and holds a vision focused on the need to identify and embrace change.

With governmental budgets restricting on an international scale, Public Private Partnerships (PPPs) are gaining momentum globally as a means for delivering infrastructure. Governments and stakeholder capabilities to prepare, procure, and manage such projects are important to ensure that the expected efficiency gains are achieved. The majority of Middle Eastern governments are formally embracing PPP frameworks, with new PPP legislation either already introduced or soon to be introduced in most GCC states.

Craig Beeson is the CEO of Sanctum
Consult, as well as the recently appointed COO of Milcris. Beeson has 16-years of experience in the international construction industry, 12 of which have been in the Middle East. He is a Fellow of the Chartered Institute of Arbitrators (FCIArb), a Member of the Chartered Institute of Procurement and Supply (MCIPS), and a registered DAB practitioner for the MENA region. Beeson’s core specialities include dispute mitigation and resolution, commercial management, project management, change control, and procurement. He is also a six-sigma qualified practitioner and views every activity as a chance to improve efficiency, create mutually beneficial opportunities, and build long-term relationships.
