Grace period revealed for maintenance of Abu Dhabi buildings

Abu Dhabi Municipality (ADM) has urged building owners in Abu Dhabi to carry out preventative maintenance on buildings and property in order to conform to the emirate’s building codes.

ADM said preventative projects are mandatory, with measures to be taken against violators.

With this in mind, it has granted all owners a grace period up to the end of this year and at the beginning of 2019 to comply, after which enforcement shall begin.

In a statement, ADM's Department of Urban Planning and Municipalities said owners should also observe all security and safety standards and register in the municipality’s preventive maintenance system, approved by ADM. They must ensure regular and internal maintenance works are carried out as planned and as per the pre-set timetable of maintenance programmes and schedules.

ADM warned that failing to carry out the preventive maintenance will mean property owners may not be able to access various services, such as those related to permits and certificates for residential units occupancy and tenant registrations.

The occupancy certificate, issued by ADM’s buildings permits division, is closely related to the preventive property maintenance and is only issued after it has inspected and verifying a property’s fitness for human habitation and its compliance with the ADM's maintenance conditions.

In order obtain the occupancy certificate, applicants must register in the preventive maintenance system.

ADM said: “The safety, security and public health of the population is a top priority that the Municipality seeks to perpetuate by enforcing the property preventive maintenance programmes."

“Properties that do not meet the security and safety conditions shall be deemed unsafe even if some or all other conditions are met such as equipment maintenance, and public appearance, among others. Accordingly, these properties shall not be granted occupancy certificates,” it added.
