Led by executive chairman HE Marwan bin Jassim Al Sarkal, Sharjah Investment and Development Authority (Shurooq) was created to invest in infrastructure projects, as well as modernise and develop existing ones for the emirate of Sharjah.

In March 2019, Shurooq alongwith Dubai's private-sector real estate company Diamond Developers launched the $544m (AED2bn) Sharjah Sustainable City project in the UAE emirate, which was unveiled by HH Sheikh Dr Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah.
